error on packinging Nar through command line

i'm trying to package Nar through command line packager, following
https://www.webnms.com/telecom/StudioTools/Studio/help/integrating_command_line_packager_with_build_script.html
this documentation where as upon giving the proper path s through command line i.e:

./startCmdLinePackager.sh /home/installation/WebNms/Framework/StudioTools/Studio/projects/ems/Packager.xml

it shows an error that is as follows:

Please check if plugin jar is included in classpath. Unable to load packager tool: com.adventnet.nms.edp.utils.CmdLineNarPackager

where as upon searching i couldn't find the CmdLineNarPackager
kindly help me with this issue.
